Overview

The Master of Public Administration at the University of Kurdistan Hewlêr (UKH) has been developed in response to a recognised need for a high-quality, regionally relevant postgraduate programme in public affairs. The initiative emerged from extensive consultations with government institutions, public-sector professionals, and academic experts, all of whom emphasised the urgent demand for advanced training in policymaking, governance, budgeting, leadership, and administrative reform.

The programme offers a rigorous and interdisciplinary curriculum that integrates theoretical foundations with applied policy analysis and hands-on research. The MPPA prepares current and aspiring public-sector leaders to contribute to governance reforms, institutional capacity development, and evidence-based policymaking in Kurdistan, Iraq, and beyond. Graduates will be equipped for roles in government ministries, NGOs, international organisations, and policy research institutions.

The MPPA aligns with UKH’s strategic mission to support public-sector modernisation and to serve as a regional centre of excellence in social sciences, policy, and management education.

Admission Requirements

  • Undergraduate Degree: Minimum undergraduate average of 60%
  • Experience: Minimum 2 years of full-time professional experience in government, NGOs, or international organisations.
  • English Language Proficiency: Minimum English Language requirement is 50 in PTE – 6 in IELTS -74 in TOEFL iBT or 105 in Duolingo.
  • All applicants are required to submit a valid English language proficiency test from the list above, including graduates of English-medium universities.
  • School Interview.
  • Equalised transcript is required for students who have graduated from international institutions.
  • Acceptance is subject to the availability of seats.

  • Application Form: Online application form is required.
  • Official Transcripts: Provide a copy of your undergraduate transcript with your application.
  • Letters of Recommendation: Two recommendation letters are required to be submitted with your application, preferably one of which will be from a university academic.
  • A copy of your CV.
  • A copy of your passport and national ID.
